Choosing the Right Substrate for Private Label Baby Wipes: Bamboo, Viscose, Cotton and Spunlace Compared for Buyers

Most private label baby wipe projects begin with a question about branding: what colour is the lid, what does the logo look like, how many wipes go in the pack. These are visible decisions. The decision that actually determines whether the product performs, whether it survives transit, and whether it can legally be sold in your target market is made much earlier and much less visibly. It is the substrate.

The substrate is the fabric the wipe is made from, and it determines four things simultaneously: how the product feels and performs in the consumer's hand, how much liquid it can carry, how it behaves on a shelf for the length of its declared shelf life, and what you are permitted to claim about it in a market where environmental claims are legally controlled. Getting it wrong means retooling, re-labelling, and re-shipping.

1. The Four Substrates You Will Actually Be Choosing Between

As we head into 2026, the substrate decision is the one that most often separates a private label baby wipes line that works from one that does not. In practice, a buyer is choosing between four material families. Natural fibre substrates, which are the fastest-growing segment and the one most closely tied to sustainability positioning. Spunlace non-woven, which is the volume incumbent and the lowest cost per wipe. Cotton-based substrates, which occupy a specific middle position. And blends, which are the compromise most brands actually land on once they see the cost curve.

2. Basis Weight, GSM and Sheet Size: The Three Numbers That Set Your Cost

When a buyer quotes a baby wipe, the most common misunderstanding is that price is driven by the pack count. It is not. Cost per wipe is driven by substrate mass and by sheet area, and the single most useful thing a buyer can do before requesting quotations is to fix those two numbers.

Basis weight, usually expressed in grams per square metre or GSM, is the dry weight of one square metre of substrate. Multiply it by the sheet area in square metres and you have the dry mass of a single wipe. A 200 x 150 mm sheet is 0.03 square metres. At 70 GSM, that gives 2.1 grams of dry fibre per wipe. Multiply that by eighty pulls and you have 168 grams of dry substrate in a pack, before a single millilitre of liquid is added.

Sheet area works the same way. Moving from 200 x 150 mm to 200 x 170 mm increases the area by roughly thirteen percent, and therefore increases the substrate mass per wipe by the same proportion, at the same basis weight. This is why sheet size is one of the most consequential decisions in a private label project and one of the easiest to get wrong: a buyer who has specified a larger sheet without realising that it also raises the fibre cost will see a quotation that appears inconsistent with a previous one.

Liquor load is the third number. A baby wipe that is too wet will squeeze fluid out of the pack and can damage adjacent products in a mixed shipment. A baby wipe that is too dry will be perceived as poor quality by the consumer. The right figure is set by the substrate's absorbency, and it needs to be a written specification on the purchase order rather than an assumption made by the factory.

3. The Cost Curve: Why Cheaper Substrate Is Not Always Cheaper Product

This is why the most useful cost conversation with a baby wipes manufacturer is not about unit price. It is about cost per delivered sellable case at your destination, including the number of units per carton, the number of cartons per pallet, the pallet configuration, and the container loading rate. Two quotations that look similar on price per wipe can differ by a meaningful percentage on landed cost per case once packing density is taken into account.

A practical instruction for buyers: ask your manufacturer for the packing specification before you accept a quotation.

You want units per carton, carton dimensions and gross weight, units per pallet, pallet height, and the resulting container loading plan. A factory that produces 100,000 wipes and can fit 40,000 per 40-foot high cube container is materially different from one producing the same 100,000 wipes at 28,000 per container. Neither number appears on a price list, and it changes your freight per unit by more than most quote negotiations achieve.

4. Environmental Claims Are Regulated, Not Just Advertised

Terms such as biodegradable, compostable, plant-based, and plastic-free carry legal weight in the United States under the Federal Trade Commission's Green Guides, and comparable controls exist in the European Union, the United Kingdom, and Australia. A private label buyer who specifies a substrate and then writes the environmental claim themselves, without confirming that the claim matches both the substrate and the complete pack, is creating a compliance exposure that the brand owner carries, not the factory.

The distinction that causes the most trouble is between a fibre that is biodegradable and a pack that is plastic-free. A 100% bamboo fibre wipe delivered in a conventional flexible plastic laminate pouch is a biodegradable product in a plastic package. That is a legitimate product, and it is also the single most common source of complaint in this category, because the pack does not biodegrade with the wipe.

If your positioning depends on an environmental claim, the specification needs to be checked against the actual pack, including the closure, the label, and the adhesive on the label, not just the substrate. At Zhejiang Shini Nursing Products Technology Co., Ltd. we build this into the development stage: the R&D center runs formulation work alongside the material and pack specification, and the in-house packaging design function produces artwork that reflects what the product actually is. All six of our baby wipe formats, from 100% bamboo fibre to 100% plant-based viscose to organic cotton, carry a stated material composition on the specification sheet so that the claim written on the pack can be checked against the material declared on the order.

5. Developing a Specification Sheet That Protects You

The solution is a one-page specification sheet, agreed before the quotation and attached to the purchase order, with a tolerance band on every critical parameter and an explicit statement that any substitution requires written approval. The parameters below are the ones worth putting on that page.

  1. Material: state the exact substrate, and if it is a blend, state every component and its percentage. Require written approval before any substitution, including a substitution to a nominally similar but cheaper material.
  2. Sheet size in millimetres, with a tolerance, because an undersized sheet changes the perceived value of the pack without changing the cost of the pack.
  3. Basis weight in GSM with a stated minimum and a stated tolerance. A minimum is what protects you; a target is what a factory will quietly adjust.
  4. Pulls per pack, and the nominal net weight in grams or millilitres as it will be declared on the pack, which is a legally required declaration in most destination markets.
  5. Liquor load per wipe as a range, with the target at the centre of the range and an acceptance test at the factory end.
  6. Material dimensions, in millimetres, with a tolerance, because a sheet that is out of specification affects both the consumer experience and the pack count.
  7. Finished pack dimensions and gross weight, which determine the carton, the pallet, and the container loading plan.
  8. Shelf life and the period after opening, both of which must be supported by stability data for your specific formula and pack, not by a generic supplier statement.
  9. The full ingredient list in INCI nomenclature, with percentage bands, so that the label can be finalised for each destination market and checked against the safety report.
  10. Flushability position, stated as a decision: either the product is not marketed as flushable, in which case the Do Not Flush symbol is applied, or it is marketed with a specific standard and a specific test report attached to your file.

Two lines on that sheet do more work than the rest. The first is the substitution clause, which is what stops a bamboo order quietly becoming a blend when raw material prices move. The second is the flushability position, because it is the one specification that cannot be corrected after the artwork is printed without destroying the pack.

6. Five Questions to Put to Your Baby Wipes Manufacturer

What is the minimum basis weight you will commit to in writing, and what is the tolerance?

A manufacturer confident in its own substrate will state a minimum and a tolerance without hesitating. If you only get a target, ask again for a minimum, because a target allows a downgraded basis weight to pass inspection while still being described as on-specification. Our standard baby wipes range is offered at 200 x 150 mm across bamboo fibre, plant-based viscose, and organic cotton, with the exact GSM confirmed per quotation.

Can you supply the packing specification so I can calculate landed cost per case?

You want units per carton, carton dimensions and gross weight, units per pallet, and the container loading plan. This is the data that determines your true freight cost per unit, and most price lists do not contain it. At five fully automated lines in Hangzhou, we calculate loading plans against your specified carton rather than against a generic pack size.

If I want to claim biodegradable, what else in the pack needs to change?

The honest answer is that the fibre being biodegradable does not make the pack biodegradable. Ask which components are compliant with compostable standards and which are not, and decide whether to keep the conventional laminate or move to a compostable one. If the claim is only for the wipe, the artwork must say so precisely rather than implying the whole pack.

What is your position on flushable wording?

The correct position for a baby wipe is that it is not marketed as flushable, and that the Do Not Flush symbol is applied to the pack, because GD4's Code of Practice for labelling states that baby wipes should not be marketed as flushable even where they pass the assessment. If a supplier offers flushable baby wipes readily, ask for the test report before you proceed.

Who develops the formula, and can the same base be adjusted for a different market without a new safety file?

An in-house R&D center with formulation capability means a market-specific adjustment, such as a different preservative system or a fragrance-free variant, can be developed and tested in-house with stability and irritation work performed on your formula rather than on a catalogue product. That is what keeps a multi-market launch to one supplier and one quality file.

7. Naming the Requirement: What Buyers Search For and What We Supply

Buyer documentation uses several different terms for what is often a single requirement, and the imprecision causes avoidable disputes. The table below maps the terms that appear most often in tenders and purchase enquiries to the specific product or service they refer to at Zhejiang Shini Nursing Products Technology Co., Ltd. It is worth reading before you write a specification, because a term written without a number attached cannot be enforced.

Term used in buyer enquiries

What it refers to at SHINI

Specification to request

Baby wipes manufacturer vs baby wipes factory

In-house production on five fully automated lines in Hangzhou, including substrate conversion, filling, folding and capping

Production site address, line count, and whether the substrate is made in-house or converted from purchased reels

Baby wipes supplier vs baby wipes exporter

SHINI acts as both, issuing commercial invoices and shipping documents as exporter of record

Exporter of record name, HS classification, and the bill of lading signatory

OEM baby wipes vs baby wipes OEM vs private label baby wipes

The same commercial structure: the customer specifies, we manufacture, and the formula, artwork, and pack are developed to the customer's brief

Whether the formula is supplied by you or developed by us, and who owns the artwork file

Baby wipes wholesale

A pricing posture reflecting a pallet or container-scale commitment, not a single fixed price

The tier breakpoints and the volume attached to each tier

Wet wipes manufacturer

A wider category covering baby, personal, medical, pet, multi-purpose, household, and travel wipes

Which specific categories the supplier has tested capability for, not just which ones it lists

Bio-based or eco baby wipes

100% bamboo fibre, 100% plant-based viscose fibre, and organic cotton formats, all with a stated material composition

Full material composition with percentages, and the claim language that matches it exactly

The final row is the one that causes the most trouble in practice. When a baby wipes supplier writes an environmental claim in a quotation, the buyer should ask one question: does this wording describe the wipe, or the pack? An answer that does not distinguish between the two is an answer that will not survive contact with a retailer in the European Union or a consumer in the United States.
